I think he's badass like that... And no, Bass is not Zero. I do not want to get into speciffics, but Capcom has made it absolutely clear that he is not, in any way or form, Zero. Your buddy is caught up in false info, it would seem.

I gotta hand it to you, old boy, this is BEAUTIFULLY stylised. You'd think it was really part of the game's art. The coloured lines seem to fit the chibi appearence more appropritately. You should draw more pics like this - which is sound enough advice for myself, too.
